Does the young person have an Education, Health and Care Plan or are they a looked after child/previously looked after child?

Introduction

If the young person has an Education, Health and Care Plan (EHCP) or is a looked after child (LAC) or a previously looked after child (PLAC), then they are among the most vulnerable to exclusion. The headteacher should, as far as possible, avoid permanently excluding any pupil with an EHCP or who is a LAC/PLAC. There are specific sections in the exclusions guidance (paras. 54-62) that discuss this cohort and outline the added considerations.
