Step-by-Step Guide: Requesting an independent review panel

  1. Requesting the minutes from the governing board hearing
    The governing board must keep minutes of the hearing. They are required to make a copy available on request without delay.
  2. Deciding whether to request an independent review panel
    Requesting an IRP is free, but it can come with drawbacks, and the family should consider all the factors.
  3. Deciding whether to request an SEN expert at the independent review panel
    SEN experts are free to request at an IRP, but this is not always the most appropriate option.
  4. Requesting an independent review panel
    Requesting an IRP must be done within 15 school days of the governing board decision.

When to use this guide

Use this guide when you have been through a governing board review but the governing board has declined to reinstate the young person. Follow this guide as quickly as possible after receiving notice of the governing board decision. There is a strict time limit of 15 school days after notification of the governing board decision to make a request for an independent review panel. If you need to delay making the application for any reason, make a careful note of the deadline, as there is no discretion for one to be organised if requested outside of the time limit.
